Besides the BBB, what other agencies can i file a complaint?

I purchased a big 1200 gram bottle of glutamine a few months ago and just discovered tiny, clear, plastic tered throughout the bottle. I do not know if i ingested any of these while using the product. I emailed complaints to both the online retailer and the company that made the product. If i am not satisfied with their response, what other agencies can i file a complaint with?
