What does her stalling mean?

I think she might not have wanted to be in a relationship but she didn't want to hurt you and then find out later that she actually wanted to date you. The whole thing about not mentioning the text is probably because she doesn't want it to be awkward between you guys. Since she waited for you when walking to the dorms she most likely wants to stay friends. But i think you did the right thing in moving on.
