Will there be any penalty for not getting college admisions if you took minimum amount of AP cles?

I'm about to be a junior this coming fall and my top 2 dream schools are Rice University and Duke University that I'd like to go to when I graduate high school. But lets say if my grades in 9th and 10th werent that great and I havent participated in that many extra curriculars, and mostly took regular cles, and am about to take just one AP (chemistry) for my 3rd year and kinda plan to step it up a little in 12th grade with a few more AP cles and at the same time be more involved in atleast 2 extracurricular clubs for my last 2 years (community service, hospital service, HOSA, and art). Oh and plus hope to do well in both the PSAT and SAT. but I'm wondering, is that enough for me to get a better chance into my dream school? If not, what else should I do?
